Man Resists Arrest, Makes Sexual References to Missoula Police

Missoula, MT (KGVO-AM News) - On January 22, 2024, Missoula Police Department Officers were dispatched to a call about a criminal mischief taking place at an apartment complex on Grant Street. The complainant stated a tenant had thrown the oven and sink from the window and was throwing garbage everywhere. Officers arrived on the scene and observed that the apartment was on the second story.  

An officer observed a destroyed oven, sink, and another appliance in the parking spot below the apartment’s window. The officer also observed several long lengths of fiberglass insulation in a pile. This was property belonging to the property management. They estimated the value of the damage to be between $5,000 and $10,000. They also had concerns that there was other damage being done inside the residence that they could not observe. 

The Eviction Process Had Already Begun

The officer spoke to the property managers who said they were in the process of evicting 35-year-old Justun Hogan. They were evicting him due to Hogan: (1) reportedly following a female neighbor's home and taking pictures of her; (2) smashing a window on a neighbor’s unit the day before; (3) following children after a Christmas special at school and taking photos of them; (4) having a sex doll with children’s clothing around it; and (5) removing the doorknobs from the door and replacing it with a deadbolt that property management does not have a key for. 

According to court documents, officers attempted multiple times to get Hogan to come out of the apartment, including informing him multiple times he was under arrest and needed to exit. Hogan refused. At one point, he was at his window and stuck what appeared to be a pipe into his mouth and acted as if he was performing sexual acts.

Hogan Continues to Resist Arrest 

He also flipped officers off and could be seen mouthing “f**k you.” After that, he held the pipe up to his shoulder, pointed it at officers, and pretended it was a gun. Officers determined they would not enter the apartment without attempting to get an arrest warrant.  

Later that day, Hogan contacted 911 and reported he was ready to be arrested. Officers arrived again and after several more attempts to have Hogan exit his residence, he finally complied. While being placed into handcuffs, Hogan kicked his foot backward toward one officer and attempted to spit on another. A spit hood was placed on Hogan and he was arrested without further incident. 

Law enforcement applied for and were granted a search warrant for Hogan’s residence. Inside the apartment, a detective observed that the oven was missing, the bathroom sink and cabinetry were removed, there was a hole in the floor of the bathroom exposing the rafters below, and it appeared the washer and dryer for laundry had been unplugged and moved. 

Hogan is currently being charged with felony criminal mischief, obstructing a peace officer, and resisting arrest. On January 24, 2024, Hogan made his initial appearance in Missoula Justice Court and his bond was set at $25,000.
